Start with a large black canvas, in your layers window make a new layer set. Name it High-Tech Logo with Custom Text.

In a new layer draw a 113 x 113 pixels, #008DC3 circle using your ellipse tool. Use the fixed size setting under ellipse options to make the exact circle.
Add the following layer styles:

In a new layer draw a 113 x 113 pixels, white circle above your last circle. Use the fixed size setting under ellipse options to make the exact circle.
On your layers window set the layers blending mode to Darken and add the following layer styles:

In a new layer draw another 103 x 103 pixels, #E2E2E2 circle.
On your layers window set the layers blending mode to darken and add a stroke layer style.

Choose your line tool and set the weight setting to 4 pixels and anti-aliased checked.
In seperate layers draw 3 white lines as shown below.

Now merge all your line layers. Duplicate the stacked lines and rotate it horizontal.
On your layers window set layers blending mode to Soft Light.

Merge both your stacked layers from step five and duplicate the layer again.
Above your screen selec Edit then Transform then Flip Horizontal.

Duplicate again and rotate the structure in a vertical angle. Place it on the bottom of your logo as shown below.

Choose your text tool and set the font to Arial, bold,30 pt, crisp and #202020 for color. In a new text layer type in your name.
Add a gradient overlay layer style:

High-Tech Logo with Text.
